How do I earn XP and level up?

You earn XP for civic actions: viewing a dataset (+5), confirming a red flag (+25), submitting a civic opportunity (+30), posting a forum thread (+20), posting a forum reply (+10), and finishing missions. Levels unlock new badges and explorer features. The leaderboard ranks you across all Houston Data Quest players.
